Refunds
Producers can apply for a refund of MCEC fees on receipts that are post-marked or received within one year after the month end in which the fee was deducted. Also, producers are to accumulate a minimum of $30 in receipts before submitting a refund application. Receipts for less than $30 may be submitted at the end of the calendar year.

Please note: you cannot co-mingle receipts from more than one calendar year on a single refund application form. You must use separate forms for each calendar year.

Please take care to note the specific requirements and timelines for all refund applications.
In order to assist us in keeping administrative costs to a minimum, please:

  1. Try to send all receipts/invoices under one Refund Application;
  2. Ensure that the name of the applicant (producer) signing the refund application matches the name on the receipts/invoices.

For example: if you have multiple invoices in your and your spouse’s name, please have both parties complete and sign the Refund Application. If you have invoices in the name of a business, complete the Refund Application in the name of the business and have the appropriate signing authority of the business sign the Refund Application.

Refund of MCEC Fee
Pursuant to the Cattle Enhancement Fee Regulation Amendment No. 169/2007, effective January 1, 2008:

  • Producers can apply for a refund on receipts that are post-marked or received within one year after the month end in which the fee was deducted.
  • Producers are to accumulate a minimum of $30 in receipts before submitting a refund application.
  • Receipts for less than $30 may be submitted at the end of the calendar year.
  • Refund applications are to be submitted on the prescribed form of refund application and sent to MCEC with receipts confirming payment of the fees;
  • The right to apply for a refund will lapse if not made within the appropriate claim period refund deadline.

Remitting the Levy

The MCEC levy is compulsory and must be remitted for every Manitoba cattle sold through registered livestock dealers or directly by producers themselves. All livestock dealers (whether they are located in or out of province) must collect and remit the levy to MCEC within the first 10 days of the month following the sale. Livestock that is resold within 30 days is exempt.
